Avoid wheels. AVOID. Unless you intend to churn/burn of course. And I am not a fan of large multi-tiered building either. Especially if you are using ANY software to generate links.
Tiered, as in 1 T1 with 10 T2 with 300 T3 with 10,000 T4 is absolutely dead in my opinion. The loss of quality will follow you to your MS and ruin the whole thing. A quality T1 with dripped in high-quality T2 manual links and social signals is ok though in my uses.

I suggest dont build links at all. It will drain your resources with a little return. Just build the site share it on social media and dont think of the backlinks.
First what's the use of backlinks? TO gain rankings, what's the use of the rankings? to get Traffic?
Why not make it simple?
Build a site > Get traffic and remove all the other equation
unless you go black which is another route

Good, social media is a idea! but its not that easy to get traffic. Any how backlink plays an important role in getting traffic. In my opinion non of the strategies are dead yet.Its all about how we handle them.
