Needed: wordpress tweaker

I'm looking for someone who can do two little, very simple tweaks on my Wordpress page (I work with the theme Twentyten, but I customized it a lot) :

1. My footer has to repeat (repeat-x) on the homepage, but it doesn't. It does on other pages, but when I make one of these pages as my homepage, it suddenly doesn't repeat anymore.

2. My posts on the blog need backgrounds like this:

Ofc. I'm willing to pay for this. I've looked on Fiverr, but they're all some idiots who can't even speak English (my English isn't perfect either, but I understand it, they don't...)
