Hi, I have a question. Let's say you have a EMD ( for example cityroofing.org) pointing to a local website and that EMD has got some good rankings for local queries.

Got the EMD to rank with web2.0 and GSA blast them and that did not seem to hurt the site that the EMD is pointing too.

Would throwing cheap PBNs to the EMD hurt the local website it is pointing too or not?

It's kind of tired link building and it will work. But don't blast too many links to the EMD site that point to your local main website. It will affect the website for sure.

You can focus on building more links from local/relevant websites to your main website and it will help you.

It’s always a bit tricky when it comes to using PBNs and linking strategies. Based on my experience, if the EMD has already absorbed the web and GSA blast without a penalty, adding cheap PBNs could be a gamble. Google is getting smarter with detecting low-quality links and if those PBNs are flagged it might hurt the EMD and indirectly affect the local site it’s pointing to.

Blasting a large number of links to the EMD can easily lead to it getting flagged as spam. It's better to diversify with links from PBNs, guest posts, and local directories for a more natural and quality approach, in my opinion.
