Need your Advice Paypal Question(Answer it Please)

So basically there is a friend of mine who Lives in UK he had this Legit paypal account under his real name but he did not know paypal just does not allow multiple accounts so he created another account under the same name and then as USUAL his first account got Limited they asked him to send personal verification, he sent his Driving license copy and then they just refused him saying they account allow him to use paypal anymore (Would not Restore the account). So i need to know can he create another paypal account with different bank as he has Name includes (First Name, Middle Name, Last Name)
He used (First Name,Last Name) with Paypal now can he use (First Name,Middle Name) and create a new paypal account with new bank account will that work ? and is it LEGAL please let me know.

Well, you are not suppose to. But Everyone has tried it and it works. You can get a different bank account and open a new account with a different email, IP and clear your cookies on your computer.

As long as you do not owe them money and you lay low, meaning... do not do big transactions.

Well the problem is my friend sent them his copy of driving license that is his ONLY concern ? So i mean will that way it will be ok ?

He'll get it limited sooner or later if he does that. May be able to go for a few months but its just a matter of time.

well actually this thing happened like last year or even before that but he recently made them a call asking them to reinstate his account as he did nothing wrong ( he accidentally created another account) So shall he create another one ? and on this particular one transactions would be quite low so everything under the radar

You can have one business/premier and one personal.

Also these things often go unnoticed for a long time until something happens like a lot of transactions, a lot of chargebacks, or a dispute for a big $ amount.
