I’m looking for a reasonably priced Windows VPS located in Europe. It should have at least 12GB of RAM and a 60GB SSD. Please let me know if you offer any services that meet these requirements at a reasonable price.

Have you checked Contabo or Hetzner? Both have EU-based Windows VPS options at decent prices, though you might have to pay extra for Windows licensing.
 
Yes as other have said Contabo/Hetzner and I'd recommend Hyonix it's cheap as well. It cost $36 USD/Month for your minimum requirements of 12GB RAM. And it has 150 GB NVMe that it's even better than SSD.

Hetzner is the BEST in terms of speed and price in Europe!
You can get the CX42 plan. which is way over what you need for about 16€ a month (8 Cores, 16 GB RAM, 160 GB SSD)
Also. If you decided to go with hetzner. I really recommend going for smaller plan and monitor usage. As sometimes you don't need as much usage as you think you do. If not you can upscale
Hetzner offers the ability to upscale your server with 1 click without losing any data

Note: Downscale isn't available! so watch out. you can only UPSCALE your server!
 
The price is very high
The other thing you can do is: Buy a high server specs in Contabo. And make small VPS on it. That way the price will be cheaper compared to company solutions. You can buy for 12 months per €171.24. And divide it in 10 as per your requirements. Doing so, you'll have 10 Dedicated VPS super high performance: 12GB Ram each. 100GB NVMe storage. With this server capacity:
  • 128 GB DDR ECC RAM
  • 1 TB NVMe (No RAID)

    If you buy higher specs bc you need higher amount of VPS then It'll be even cheaper as you can contact them via support ticket and asking them for only increase RAM and it'll be cheaper.

It'll be equal to 21 VPS in that server at just €139.00EUR meaning = €6.38 per VPS! I dont think you can find something even cheaper and high performance like this. As the server is dedicated and all the VPS are yours. When you buy from big companies the VSP are dedicated BUT the server where they are hosted are shared. This is by far the best and cheaper solution as far as I can think.
