You're simply not going to get a quality webhost for 1 or 2 dollars a month... you can google $1 webhosting and get lots of results, but don't expect much. Most are just going to be resellers for other webhosts that could decide to stop paying for their reseller hosting at any time.

HostUG, I work with them and they are ok untill now. Fast support.
P.S. I am not in any way affilate with them, I just found them on a list of hosts that cost under $6 per year here on bhw

I found a vps that is $15 for the whole year. that would fall in your price range. I have to
