Does this include designing? I see CSS/HTML listed, but am not sure if this is a designing kind of job or a development job which requires minimal CSS and HTML.

I am an experienced web developer running my own business. I am absolutely fluent in HTML, CSS and JS (incl some libraries), and at a very high level of PHP. Add me on Skype at leo.sjoberg and I'll give you a quote (I work pretty cheap, and since this seems like a pretty easy job, I'd estimate it won't be too expensive). I can also provide you with design if requested.
