As the title says.
I need a VPS that you can change the IP pretty easy on.

That's tough to do. You have 2 options
1) Get a VPN like VPN4All or HMA. They offer scheduled IP change
2) Get Proxifier to shuffle your IP's. For that you will need private proxies

If your VPS has multiple IP addresses assigned you can change the IP in your Local Area Connection Settings.

Just to make it clear.
It's a linux vps for hosting. Not windows to run tools on.

I would use:

Wable.com - $8/m for 24 IP's I think, choice of DC's.

or

i-83.net - IPv6 VPS - $6/year w/ DDoS Protection
