Need VPS/Dedi for streaming with OBS

Hi, i'll need a VPS or dedicated server for streaming Soccer/Football games with OBS. I've asked lots of providers and most of them don't allow Streaming Soccer games which are copyrighted, so i'm looking for an offshore server.

All i need is a server Windows/Ubuntu, which can run OBS on min 25fps. My budged is $30 per month at the moment. I have tried Amazon Windows VPS and OBS is working on it, but the problem is RAM.
