Need Visual Basic app created

I need a basic app created for PPI, anyone who have experienced in it can create it in a few minutes. I also would like the save files so I can edit it anytime I want.

Basic app functions such as :

Click button = Progress Bar load = Progress bar load finished = Notification pop-up

No graphics or anything is needed, I just need to know how to do the things above.
