hey suntuu, I highly suggest that you verify your account with genuine details. I also can send only $13 as I've reached my sending limits but I have applied for a CC to verify that account.
WHY?
I use that account often to make payments and recieve payments and it simply isn't worth taking a risk. You will need a verified account anyway, why not just verify it with legit details.
Ask your bank about having a CC and you can easily verify your account then.
