Need US based people's ID and Credit Cards for Google Voice

Hi, I live in a country where Google voice(GV) is not available. But people need GV to make calls to USA for various campaigns. I created 2 Google Workspace Account and applied for GV account from those workspace using a friend's details living USA. And using those two admin accounts I have created multiple GV user accounts and sold those GV user accounts. I am already reaching the limit of those accounts and am trying to create more admin accounts. But the problem is google wont allow me to create more than 2 GV admin accounts using the same details. Now I need following details of US based people:

1. Picture of Government issued ID
2. Credit Card details (Credit card may empty. Will be changed after account approval)
3. Credit Card Picutre

So, my questions from the community are:

1. Is there a way I can get the above mentioned details of US based persons for account creation?
2. Is there an alternate way using which I can create Google workspace account and get GV account approval?
