Your description is hard to follow but something is telling me that you might have DNS issues. Reconfigure your device to use Google's DNS servers, you can refer to this article and see if it makes any difference.

Not helping sir.. only vpn is the way for now..
 
Are you having an issue accessing any other service with the affected devices? Why would a hacker block your access to one service only? And an smm panel at that?
