Need to hire an SEO Expert to backlink

We started a website and need some help trying to drive traffic to a few inner pages through Google. We want to drive traffic to about 5 different inner pages and each will have different keywords. We are college students so don't have a very big budget for this task but can pay up to $200. Back linking needs to be to relevant sites and we would like someone with a proven ability to get sites on page 1 of google results. We are not looking to get to the number one spot on competitive keywords but would like to get to the top 3 positions on phrases that are not too competitive. Let me know if your interested.
