You better research this first. Shoutouts seem to be very niche specific.

I have a fast growing photography account & get great engagement. I purchased a couple of shoutouts just to test & they did nothing. Got thousands of likes on the guy's page, but only a few new followers.

Just do your homework first.

It seems to me very unlikely that you would buy an exact number of followers and they would be real. If you want real followers you should choose a method for growing the account and work it like buying shoutouts, finding other paid methods of promotion like ads, using the follow/unfollow method and so on. Research but if you want the real thing, it will take not only money, but time and effort as well, but it's usually worth it.
