Need Tips for FB Ads

This will be my first time creating an AD to get Facebook Page Likes for a client, they want a specific audience, only from US and there's more specificness within it, like a certain niche, anyways, I'd like to know about some tips if anyone can give me which will reduce the cost of likes, I found in some places that you can get $0.01/like, is that true? if so then how.

Also besides this, is there a way I can hide the campaign or ads that I'm running from my client (he's admin too and I'm admin too), I don't want them to know what I'm spending to get the fans, is there any way to do it?

Whats the best rate per like then? to get from USA/UK/CA/AU and any other English countries?

I think he meant its too much low rate for US real likes, he thinks it should be more $
