Need Tips,Advice on Ad Serving..

Okay so i creating a site atm and i want to be able to have the 4 ad placements to be able to rotate and be geo targeting. I have tried to mess around with the maxmind db and a simple script but i have had no luck. I have looked into things like adpeeps and mysimpleads. I want a solution i can host and it doesnt have to be easy to use it just needs to work!! HELP!!!

I have signed up but i don't understand it really. I need something that i can host. I dont need to sell ad space or anything. I just want to be able to geo target, rotate.
