Need the help for suspended google adword account

Hi everyone

I am running google adword account but my account is always suspend even I tried my best with many way.

That is my steps I did:

I create mcc adword account. I use new usa cc, ( not vcc ), new hotmail ( not gmail ), I also fake mac address, use new usa proxy which haven't yet applied google adword , change computer name, computer ID. I also create new caimpaign, new domain with new keyword. I use firefox with cleared cookie. I take the usa billing address ( real address ). But the result is that my account is still suspend. And that is comment from google: " We've identified suspicious behavior in the payment activity of this or your other AdWords accounts. To help prevent any unauthorized activity, we suspended your AdWords accounts "
