Need the ability to create a forum page on my website!

Hello!

I have a website it's a data management project. I have a register and login so people can create & login to there very own account. It then brings them to an admin panel where i want them to be able to create a forum page. I have the page made already I just need you to make it so that anyone can change whats on the forum page from there admin panel.
