need static html file converted to wordpress index.php theme template

Need static html file converted to wordpress index.php theme template (pretty self explanatory). The index.php output needs to look EXACTLY like the static html page. Simply adding a blog to a "themed" website. I cannot post URL details but please message me your email address so I can sends you the details. This is probably an hour job for a savvy WP themer... Will pay about $25 if you agree that is fair. I started the index file but the CSS is throwing it all off and would rather work off someone else's correctly converted index file.

You think most would charge that much for such a simple project that wouldn't be very time consuming? I'm no WP guru so I don't know what the industry standard fees would be for something like this. But I guessed it would take all of an hour or so?
