Need someone to write a batch file. details in post

I need someone to write me a batch file that that can take a random value from the list and set it as an argument to use in the following command with arguments and then I need it to loop every 7 minutes and repeat. also I need it to close the batch file if an instance is running already so only one instance of this batch will be running and run it minimized so it doesn't pop up in the middle of the screen
CMDOW *forum* /SIZ width height
List of values for width
800
805
900
700
725
560
800


List of values for height
400
405
410
420
450
430
500

so it produces
CMDOW *forum* /SIZ 900 405
and a 7minutes later produces
CMDOW *forum* /SIZ 805 420

and keeps going with different values
