I need to find a person that will submit articles to blogs and websites for a fee per article. All articles will contain url's pointing to specific sites and it has to be do-follow urls.

Wrong section. You should either post in the 'Hire a Freelancer' section or look around in the 'Services for Sale' section for an article submission service aka AMR blasts.
