I can generate an unlimited number of activated adwords accounts, with or without cash in them. It generally takes me about an hour to pump out 50, so that's my limit per hour, but I can generate as many as anyone needs. I don't have time to sit here on the forum selling them though, that's why I'm looking for a partner to get the highest payout.
