Need someone to make a wordpress plugin

Hello!

I need a specific wordpress plugin that acts like a membership plugin. However I need it to have an api that can communicate with other applications. I don't need any fancy features. All I need is a plugin that will block content unless the user has an account. And the api only needs to be able to create and edit accounts.
