Although I understand not having a phone, I encourage you to be cautious about letting just anyone call them for you.
They are going to ask certain questions to verify you, and from there the problem could be resolved or made worse by how it's handled on the phone. If you login there should be something telling you what the situation is

You should wait til you get a phone then call paypal yourself. They will try and confirm many personal information with you that will make it very troublesome if someone does it for you.

Also I would suggest using Skype like everybody else has said, you can even set-up a phone number through wi-fi with an application (can't remember the name).
I did it before though, worked like a charm. Only because I was interested, of course ;D.

There are several voip options plus hit that talk to them. They'll give you a specific code and it'll make it easier to verify

Everyone suggests calling, but you can also contact them via mail. Their response time is actually fairly good, though of course if you need an answer right now and you can't wait 24 hours then I suggest you try contacting them via Skype. Still while you are figuring out what to do I do suggest you send a mail with your inquiry.
Also OP have you sent money before? Asking this cause I believe that some countries can "pay" for things, but can't send money. If this is your first time sending money it might be a good idea to check if your country is among those countries.
Note: I'm not entirely sure if PayPal removed that limitation or it still exists, but I do remember a year or two ago encountering a client who couldn't send money, but could pay if there was a "buy button".
