Need someone to build me a top notch program - details inside

Hi everyone. I am new here but very experienced with SEO, and would like to start a new project but would need some help where I lack some experience of. I need someone to program me something that will go on a website and will click a specific button(s) constantly but at a different time rate, for example: every 20 minutes, 30 minutes, or daily. But the catch is... every time it clicks the button I need it to clear our the cookies and have a different I.P address. Of course I will have my own i.p addresses & ports.
