Need some to develop a logistics/courier/delivery marketplace WordPress plugin

As the title said, I need someone who can create a WordPress plugin that for a courier/delivery service marketplace.
The plugin should act like Alibaba delivery/shipping fee on check out pages.
The plugin can be two:
Plugin A: Hosted on main delivery marketplace that which houses the details of delivery companies.

Plugin B: Can be installed on E-commerce websites and it will automatically pull prices according to customer set parameters like weight an sizes of goods.

I'm on tight budget but still open to good proposals. The post was made brief because the whole document for the plugin isn't ready yet.
