Need Some ORM Advice

    So seemingly out of nowhere, a PDF has leapt to the first page of the SERPs for my client's name. The listing jumped about 14 spots, and we're dumbfounded as to how that could happen. The page has no backlinks - only a DA of about 92. What can we do to suppress this, or remove it altogether. (It's a .gov site, so I find it highly unlikely that the webmaster would be willing to remove it).


    Also, it seems that our old ORM guy would create blog posts with exact-match title tags and anchor text to those of the unwanted page. Is this a standard ORM practice - it seems to me that this would only make the unwanted page more relevant for the search query (in this case, the client's name)
