He could do a lot of things, sape -> 301s comes to mind. However, for him to hide the links from crawlers he has to either own the domain linking directly to his, or have the owner of it block crawlers.

Plus remember the links you see of your competitor may not be all he has, in fact they hide their powerful links.

Your backlinks must have lower quality. You need to earn quality backlinks using awesome content. Your website should content be useful to users and should follow all google webmaster guidelines to improve rankings.
