-What is backlinks and what its utility?
backlinks = links
For example, if you have a website about lead generation called
BruceBannerLeadGenWebsite.com and your site is so good that CNN mentions it anywhere on their website this means that you've just acquired 1 backlink
And the reason for which backlinks are important is because there are only 10 spots on google's first page (where most of the traffic is, for most keywords) that can be filled by pages that target a certain keyword, and there are millions (if not billions) of pages that could rank for that keyword, so google need to choose which pages rank in which spots.
So, to choose where each one of those billions of pages ranks google will look at many things (over 200 of them), and one of those 200+ things are backlinks. Both the number of backlinks, and their quality.
So, if you have lots of good backlinks you have better changes of ranking #1 in google for that keyword than pages with less backlinks, lower quality backlinks, or both (less backlinks and lower quality ones).... all things being equal, obviously...
SEO is a longer discussion than this, and I'm not going into it fully because you're already on the biggest SEO forum on the planet and you can find this information freely on the forum with a bit of research. But that's what backlinks are, in a nutshell, and why they matter...

there are many great services in the marketplace but I don't recommend that you buy any SEO-related service until you understand SEO. All of that "decent budget$$" of yours will be gone in a flash if you don't know what you're buying or what to do with it. While there are sellers in the marketplace who might be able to give you a tip or 2 before buying their service, you need to know that it's not their job to educate you on SEO. They only provide a service, and if you don't know SEO and don't understand how their service can help you then it's no point buying it because you'll lose the money. I have been in the same spot as you about 12-13 years ago and I've burnt a lot of money on the snake oil called SEO, so I can give you first-hand perspective on what a bad practice this is
Take your time (months if you need to) to familiarize yourself with all of the important aspects of SEO, understand what google likes, and how to rank websites, and then you will know what to buy from the marketplace (or from anywhere else actually). I don't know the answer to this question as I've never done lead gen. But hopefully someone else can answer it...

AFAIK we are not allowed to sell SEO coaching on this forum, so I don't think you'll get an answer to this question. But in all honesty, if you spend some time on the forum you will learn enough to start making money with your site(s)... and the 2 sources that I've linked you with above can help you understand SEO anyway, so there's no need for 1on1 coaching
