Need Some Help to start a thread for offering service in BST section

Hi,

I want to start a thread (to offer service) in BST section but I have some confusion in my mind.

First questions:

Do I need to satisfy all the requirements (or some of them) mentioned below:
You must have 100 or more quality posts.
You must have Jr. VIP status.
You must have been a forum member for 90 days or more.
You must have 10 or higher reputation.

Second question:

Is the cost $20 is per thread basis or it is monthly?

Third Question

Should I pm my thread to (any) BHW moderator or there is any other way?

I've never setup a BST... but find it pretty easy to understand the word MUST... aka, you MUST satisfy all of them - unless I've completely lost my mind.

and the 2nd question... pretty sure it's a one time cost for the thread.
