need some help about registering domains for informational purposes

Hello, I have a spanish project to do, and I am making a website about raul castro (cuba's president). My question is, Could i register a domain with his name, since it will be an informational website, not commercial, so could i get the domain taken by raul castro or cuba's goverment? And if i could, would it be possible for me to add ads, to cover hosting and domain costs, or atleast donations?

edit: Ok, i meant raul as an example. Pretty much any known spanish person, haven't got a person yet, but same question. Would it get taken away?
