Need some advice

I am thinking of starting a new site. Does it make sense to use Google or Facebook campaigns to promote the site? If yes, which of these would be better?

It is depends from your goals.
If it is IM you need to use Google or Facebook.
If it is information site you can use free methods.

Suppose I start a wordpress site and add Google Adsense to it. Additionally, I spend about $100 a month on Google or Facebook campaign. Is this method likely to result in some monthly net income / profit?

Nope. Getting paid traffic from Google and Facebook to your website will cost significantly more than your AdSense earnings, so this is not a viable strategy. You can try to advertise to get some traction and some audience, but you still need to turn a lot of them into avid readers in order for the campaigns to be worth it and you need awesome content in order to even be thinking about that. And if you have to ask questions like this, you most probably don't have the experience to produce that content yet. You might advertise on Facebook in order to grow a Facebook Page and then use it as a traffic source for that website, but with Facebooks diminishing reach, that's not a very good strategy either. Twitter is more likely to do an OK job in that.

So in my opinion you should concentrate on slow methods like developing social media properties and maybe SEO, despite the fact that it's likely to be something you are not ready for yet.

if you didn't selling anything.. just use manual link building..
you will not get good result from adsense if you use adword or facebook ads..
