Need some advice

Has anyone had any luck with Pay Per Click programs? Ya know, like when a user clicks your link and you get commision for it. I found one, but there are so many bad reviews about it. People are claiming the site doesnt pay when it comes time for pay day and suspends the persons account....which I dont see how its legal to do that in the 1st place but whatever I guess... Just wondering if anyone could point me in the right direction to a decent program that pays per click.
