Need some advice please...

Ok finally after months of trying to make money on ebay, sometimes successfully, sometimes not. I have finally found that golden product where i can make serious money legitimately.
Problem is, my account is currently in the 30day selling suspension because of vero.
If i start a new account, and sell an item for $4000, will paypal hold the money until i recieve positive feedback? This would be a problem as i need the money to pay my dropshipper.
I would like to start selling now, dont want to wait another 3weeks until my account is back to normal

Yes, it would be held until positve feedback and tracking is confirmed. Also, if you have a $4,000 product dont expect to sell more than 1 on a new account, as you'll likely hit your selling limit right off the bat.

pay pal says that they hold money for 21 days to wait for feedback and delivery confirmation but actually once you have confirmed delivery you can call them and they will release funds. i have had to do this with several accounts that i didnt want to link to my older established accounts. Your problem is not going to be pay pal its going to be selling limits, especially is vero categories.
