So I am trying to grow my Instagram of 3k in the MMA niche, I have done most methods following many accounts etc, I have quite a few ufc fighters following me verified accounts and have been in touch with them via dm and spoke about promo.

So for instance if I can get a video of one of the well known fighters saying” follow my page for some great mma content and huge giveaways” and then paying for Instagram promotion on that video on Instagram and Facebook what do you guys think ?

First of all, congrats for your high quality audience!
You need to take care with the copyright for the fighter promotion, you need to ask him if he agrees to do that for free for you. You don't want to backfire later. If you manage to reach an agreement with the fighter, then yes, you can run some ads and maybe you can reach to some influencers in the niche and do some shoutouts with them.

Hello man, I have paid him for the video and he has said I can use anywhere as long as it brings positivity to MMA community.
 
If you have the authorization of using the video you should definitely use this video as a promotion tool
