Need some advice from BHW for this project

Hello BHW members. Here is what I need to know..

I have a new client and his website is made on php. I have targeted different keywords according to pages. But the problem I am facing is.... The urls are like http://www.abc.com/location_project.php?city=1, http://www.abc.com/location_project.php?city=2 and so on. I told the developer that this kind of url will be difficult to rank with the names of the cities. I told him to change the permalink but he said it is not possible to change it.

I just need to know if he is right and if there is any way to rename those urls please guide me.

Ofcourse there's a way to be changed.. there's nothing impossible

easiest way to be changed is by doing a htaccess rewrites

the little harder way is to edit his php scripts directly

It actually shouldnt matter much. While it would be optimal to have the city names in the query string, as long as you have the keywords in the title and page content you should be fine.
