Paypal just limited my USA paypal account today wed.10.12. 2019.
They are asking for identification document
I NEED A USA ID OR DRIVERS LICENSE

Calling them and explaining why you don't have ID may work as well. Penalties for being caught attempting to circumvent their limitation could result in them taking action if there is enough money in it for them.
