Need Solid High Pr Authority Web 2.0 Links To Forex Site

Hey guys, I have a forex site and I need at least 30 high authority web 2.0 links to my money site which is a forex site. They must be from authority sites sites only since google is very strict with my niche and other links can get a forex site penalised. I will then use other links to point to the Web 2.0. My budget is around $30. What is the best SEO package I can get for this?

I have tried numerous SEO services from freelancer in the last and either they never worked or they got my site penalised. I need someone who has tremendous knowledge in this.

Yes, I wanted to actually just Buy the Web 2.0's and build links to them rather than just built it myself because its a bit time consuming. I have scrapebox with article scraper and gsa. So I have some decent weapons to use. Just didn't want the headache of creating the 2.0 links myself.
