Need Skilled PHP Programmer

I'm currently looking for a skilled php programmer who can build attractive websites. Some of the qualities I am looking for include:

- Ability to not only code, but also make sites look good
- Knowledgable when it comes to security and preventing sites from being hacked
- You need to be able to code things from scratch, without the use of CMS. No wordpress, Joomla, etc.
- Understanding of payment processors and integration with shopping carts and other payment interfaces

The projects that I need work done on include

- Making changes to already built PHP websites
- Creating new websites from scratch
