Need Service Based Website Built or Designed From Theme

Can be started from template (i.e. template monster template).
This is because I'm on a tight budget, so big estimates will be turned away quickley.

Website will offer 3 different services.

Marketing Theme.

Would like to include live chat option (little badge that says whether im there) optional

Would like to be able to collect user email at entry to site.

Will need to insert content... Much of these concepts can be copied from competitor site; just need mine to look better really.
