Hire Hebrew writers to write around 20 to 30 articles ... good articles. Place them on the top web2.0s, blogger, wordpress, tumblr, webs, etc.

Then just hire regular SEOs with regular SEO packages to backlink to those 20 to 30 articles (and not directly to your main site).

The web2.0s will filter all the incoming link juice and make it relevant/specific to your Hebrew site. This also works for taking general links and making them niche-specific.

The thought is that finding Hebrew SEOs might be difficult, but finding Hebrew writers should be easier, and finding regular SEOs should be easier.
