Need SEO expert

I have a website with very good content, but I need help with backlinks and ranking (I have little SEO experience). I would like to rank highly on "java tutorial" and regionally for "computer camp". no one can send you a quote (cost of work) without seeing the website first.
whoever sends you a price for link building packages will do just that... build links, not SEO it.

You realize that it can take up to three months for your results to really pop up?

Yes I understand it may take a while for significant improvement, but I want to be able to assess it within a couple weeks. I am willing (and have already) spent thousands towards this.
