Need Seo Expert To Guide Me

Alright so I am looking for an Seo expert, who can help me out with my site.

I have an Entertainment type of site and four subdomains which are all connected to each other through one header

Example

1.coolsite.com
2.coolsite.com/fun
3.coolsite.com/humor
4.coolsite.com/quotes
5.coolsite.com/forum

The first four sites all run on wordpress, out of these four, three of them share common wordpress theme. The fifth
site is a forum.

First site has mixture of articles, I would like to rank on top of google for these. Some of articles/links are on
google and some are not. I have one which is ranking 1 on google for different keywords bringing me 700+ visits everyday.
then I have many which are not even top 100 or top 150, then some which are not even indexed on google!

I am looking for someone who can take a look at my site, review it, someone who can tell why some urls are indexed while
other are not, and what I need to do to rank on top of google for these certain keyword. On page, off page, meta tags, Meta Keywords,
Etc.

My Budget is $20, again I just someone to review my sites, give me a good seo plan to follow, things to fix Etc.

Well I'll give you one free tip, fix the design of your site all the images, videos you have added are going out of the said template and your coolsite is not looking cool any more. Just give it a more professional look.
