Need SEO Expert - Bring Website Back to SERPS

Hello,

I am looking for someone who can bring my website back to SERPS.
One of my client's website was hacked, inserted spammy content on inner pages and attacked with spammy backlinks.

The result is it is not showing up in SERPS.

Website was running on Joomla, but I have removed all the spam content. I made new website on Wordpress and add normal content. I have sent this website for manual review in Webmaster Tools and all manual actions are taken off but it is still not showing in SERPS.

I am looking for someone who is experienced in this matter and can bring it back to Google. It is non-english website. Please send me your offers with prices.

G is so unpredictable, unless you work for them, no one is an expert.
 
Been through the same thing...getting hacked then being labeled as an infected site by G and all social media sites.
Epic double face palm.
