a few questions first:
- how many links have been build?
- were the anchor texts the main keyword only?
- did you had any backlinks before this campaign?
A good tool to check your anchor text ratio is majesticseo and ahrefs note main keyword should be below 15% of anchor texts
Then a word of waring on buying SEO services. Note that this site has the name BlackHat in it and you should double check exactly what you are buying. If you buy a one of services there is no skin in the game for the SEO to rank you at all or for long term. Quality SEO services are charged per month for the use of resources.
If over optimised it can be fixed by build lots of generic, brand and URL anchor texted backlinks.
if you have 100 over opti links you'll need around 1,000 generic links assuming around 70% will get indexed.
