Need recommendations for video hosting

I am looking to upload a lot of 1-10 min clips. Up to a 10k, but quite slowly. I need best recommendations. The content will be quite graphic so Youtube won't do.

Are there any good reliable video hosts that I can monetize with?
Or at least free video hosts where I wouldn't need to pay for the hosting?
If hosting the videos myself, again which host is best in terms of price etc...? Currently I use Digital Ocean for my web servers, but not sure if it's the best for storing GBs of content.

Do you need it to be DMCA ignored?
