Need recommendation: Under ~$25/mo, Rotating, sticky option, multiple ports, not metered

I'm currently using Stormproxies, which works pretty well. However, the sticky proxy option (3 min gateway, etc) doesn't allow for multiple threads in a script to each have their own apparent IP. Another service I've used does have this (where the gateway IP has a port range you can use, where each port binds to a different apparent IP), but it's $/GB instead of unmetered which doesn't work in my case.

I don't need a ton of threads (5-10 is fine), which I think is where my needs defer. Any ideas?

As I understand from you, it doesn't matter if you get residential or dc proxies, as long as they rotate.
