Scrapeing proxies is easy with RegEx,
Testing them can also be done.. (cUrl)
and how exactly do you want them to be "pasted to a URL?

Unless you test them locally the results will vary a bit. Distance (amongst other things) is a factor, so what works for the server that's testing them may not work for you.
It's pretty easy to write a php script to just collect all the proxies you find wherever and save them to a txt on your machine or something, I used to do that.
