911 proxies are very cheap. No doubt why they're not the best when it comes to managing FB accounts.
You can check the marketplace. Many sellers have listed their services there. Just in case, you have some customized expectations, you can post in the "Want to Buy" section and someone would ping you for sure.

4g mobile proxies are the best to create FB accounts. Equally important is the browser fingerprints : use an anti-detect such as Dolphin Anty (has sales thread in BHW Marketplace). AFTER, I REPEAT A-F-T-E-R (AFTER) creating each FB account with 4g mobile proxies, then on their respective browser profile, each FB can then be maintained by normal cheaper data center type of proxies.
